If you are at home
Report the loss, theft, or robbery to police. Apply in person through an Institute of Registries and Notaries service point or another official passport counter with a valid Citizen Card or identity card and a copy of the police report 1.
A passport replacement is a new passport, not a duplicate. The official service allows normal, express, urgent, and same-day Lisbon airport service, subject to the stated cut-off and collection conditions 1.
If you are abroad
Make a local police report and contact the nearest Portuguese consulate. Take the police-report copy and a valid Citizen Card or identity card to the in-person application 1.
The official service gives an average five working days for normal delivery to a consulate, four for express, and three for urgent service. Local availability and collection arrangements can change 1.
Emergency travel document
A temporary passport may be issued to a Portuguese citizen with a proven urgent need to travel outside the European Union and Schengen area, if the Institute accepts the justification 2.
It is non-electronic, issued on the travel day, and valid for no more than one year 2. Ask the issuing authority about route limits and confirm acceptance with the airline and transit authorities.
Replacement fees and forms
Normal counter collection costs €65. Express counter collection costs €85 and urgent counter collection €95. Same-day urgent collection at Lisbon airport costs €100 1.
When the old passport is not surrendered, the service adds €40. Home delivery and foreign-address delivery cost more. Use the official application total for the chosen route 1.
If you find your passport later
Do not travel on a passport reported lost or stolen. Give it to the police, passport authority, or Portuguese consulate handling the case. Continue with the new-passport instructions. Replacements are issued as new documents 1.
