If you are at home
Report a stolen passport to a police station or gendarmerie. For a lost passport, make the loss declaration as part of the replacement process at a town hall equipped to record passport applications 1.
Book the application appointment and bring the required photo, fiscal stamp, address evidence, and any available identity or civil-status documents. The exact evidence changes with the age and documents the applicant can present 1,2.
If you are abroad
For theft, report to local police first, then take a copy of the report to the nearest French embassy or consulate. For loss, declare it to the embassy or consulate. A local report is needed when the host country's stay rules require it 3.
The mission gives you a copy of the recorded declaration. Keep it for the replacement application. A new passport application can be filed at any equipped town hall, French embassy, or consulate 3.
Emergency travel document
After checking identity and nationality, a French mission may issue a laissez-passer valid only for the return to France. If you must travel to another country, it may issue a temporary passport valid for one year 3,4.
Issue time varies as the consulate must complete checks. The central foreign ministry page says the emergency procedure is paid but does not publish a single worldwide amount 3,4. Ask the mission handling the case for the fee, documents, and collection estimate.
Replacement fees and forms
An adult passport in metropolitan France costs €86 through an electronic fiscal stamp. Fees can differ in certain overseas territories and at missions that take the applicant's photo 2.
The replacement process uses the normal passport application with the loss or theft declaration. Processing time varies by place and season. Use the estimate provided by the application office and do not book travel on an unconfirmed collection date 1,3.
If you find your passport later
Do not use it. A French identity document declared lost or stolen is invalidated electronically and reported through INTERPOL and the Schengen Information System. It cannot cross a border 3,5.
Return the recovered passport to the administration. The invalidation is irreversible, so finding the booklet does not cancel the replacement process 3,5.
