If you are at home
Report the loss to police. Apply through the Directorate of Citizenship and Immigration Control's passport route with the police report, National ID, recommendation details, and other documents listed for your category 1.
Pay only through the official payment route. The lost-passport case is assessed before the replacement is approved 1.
If you are abroad
Report theft or loss to local police and contact the nearest Ugandan embassy or high commission. The mission will tell you whether to apply for a replacement passport or a Certificate of Identity for return 2,3.
Bring the police report, proof of Ugandan citizenship and identity, a copy of the missing passport if available, photos, and your itinerary. Mission fees are paid in the method and currency the mission publishes.
Emergency travel document
Uganda calls the one-way return document a Certificate of Identity. It is issued to a Ugandan who lacks a valid passport and needs to return to Uganda 2,3.
The Directorate lists UGX40,000 for the certificate in Uganda. The Ugandan mission in Kigali publishes a 5,000 RWF local fee and requires a police letter for a lost passport 2,3. Check the fee with the mission serving your location.
Replacement fees and forms
The Directorate lists a UGX100,000 fine for a lost or damaged passport. This is separate from the applicable ordinary passport fee 1.
Express processing carries an additional UGX150,000 charge where that service is available. Requirements include the police report, National ID, and the supporting documents shown in the official lost or damaged passport process 1.
If you find your passport later
Do not travel on the recovered passport after the loss report. Give it to the Directorate or the Ugandan mission handling the case and follow its direction on cancellation and replacement.
