If you are at home
For this resident guide, home means you are in the UAE. Report the loss or theft to police in the emirate where it happened and keep the certificate or reference issued for the report.
Contact your own embassy or consulate. Its official instructions determine the application, identity evidence, photos, fee, and appointment for a new passport. UAE authorities do not issue a foreign passport.
If you are abroad
If you are a UAE resident outside the UAE when the passport is lost, report it to local police and contact your passport country's nearest embassy. Tell the mission you need to return to the UAE.
Before booking, ask the Federal Authority or Dubai residency authority what residence evidence or return approval is required for your status and new document 1,2.
Emergency travel document
Your embassy decides whether an emergency passport or one-way travel document can be issued. Give it the police report, identity and nationality evidence, UAE residence evidence, and itinerary it requests.
Confirm that the UAE, airline, and every transit authority accept the document. A one-way document intended for return to the passport country may not permit travel back to the UAE.
Replacement fees and forms
The replacement passport form, fee, and processing time come from your embassy or consulate. Use only the mission's official page for the nationality involved.
After receiving the new passport, update the residence and identity records through the Federal Authority, or the Dubai residency authority if your residence is issued there 1,2. Keep the police report and copies of both old and new passport details.
If you find your passport later
Do not use it after reporting it lost. Contact the embassy that recorded the loss and surrender it as directed. Make sure the passport details in your UAE residence record match the replacement document.
