Report the loss or theft
If you are in Canada or the United States, IRCC asks you to call 1 800 567 6868 as soon as possible. Outside Canada and the US, contact the nearest Government of Canada office 1.
IRCC may review or investigate how your passport was lost or stolen before it issues a replacement, and it warns this can cause delays 1.
Do you need a police report?
The IRCC page on lost passports does not mention a police report 1. For losses abroad, the Government of Canada travel site says to ask local police for a report if possible. It says a report is not required for passport replacement, but it may help with insurance claims 4.
Replace it from Canada
Check whether you can renew. If not, apply for a new passport. Submit the declaration concerning a lost, stolen, inaccessible, damaged or found Canadian travel document (PPTC 203) with your application and pay the regular fees plus the extra CAN$45 fee 1.
Most passport fees rose on 31 March 2026. The fee applies by the date IRCC receives your application 2.
- Lost or stolen replacement: add CAN$45 1
- Damaged passport: regular fees, no CAN$45 surcharge 1
- Expired passport that is lost: apply in the normal way, no special form 1

If you are abroad
Get to a safe place and report the theft to local police. Then contact the nearest Canadian office abroad as soon as you can. If you need to travel urgently, you can submit an emergency passport application 4.
Emergency passport services are not available at every Canadian office abroad. Consular officials will tell you where and how to apply for a replacement travel document. Be ready to change your travel plans 4.
Copies of your documents help, but they cannot be used as identification. You still need to apply for a new passport 4.
IRCC lists three urgent documents for Canadians abroad. A temporary passport is for an urgent proven need in less than 20 business days. An emergency travel document is valid for one trip, such as a direct return to Canada. Pay these fees only if the office tells you to 3.
If you find the passport later
Return a found passport with a PPTC 203. In Canada you can hand it in at a passport office, a Service Canada Centre, or a police or RCMP station, or send it by registered mail or courier to HIOB, Passport Protection, 6th floor, Gatineau, QC K1A 1L1. Abroad, return it to the nearest Government of Canada office 1.
