If you are at home
Contact your municipality to report the missing Dutch passport and apply for a new passport or identity card. A municipality records the old document as lost and gives the local appointment, evidence, fee, and collection instructions 1,2.
If urgent travel is too close even for the municipality's expedited process, ask the Royal Military and Border Police whether an emergency passport is possible 2.
If you are abroad
Report the loss or theft to local police and ask for written proof. Apply at a Dutch embassy or consulate-general. If you do not need a document within two weeks, apply for a regular passport and submit the C2 declaration concerning a missing travel document 1.
A police report alone does not register the passport as lost in Dutch and international systems. A Dutch mission can record the C2 declaration in person even if you are not applying for a new document at once 1.
Emergency travel document
A laissez-passer is for a one-way trip to the Netherlands when travel cannot be postponed. It is issued at short notice by a Dutch embassy after the mission assesses the case 2.
If the route or destination will not accept a laissez-passer, the mission may process a regular passport through an expedited procedure. The applicant must show that the travel cannot be postponed 2. On return, give the laissez-passer to the municipality and apply for a passport or identity card 1,2.
Replacement fees and forms
Fees abroad are paid under the mission schedule for the country where you apply. The NetherlandsWorldwide 2026 United States schedule lists €169.15 for an adult passport, €147.40 for a passport for a person under 18, and €60.25 for a laissez-passer or emergency document 3.
The mission collects the local-currency amount or payment method stated on its country page. Regular replacement timing depends on the application location. Apply for an emergency document if fixed travel is within two weeks and cannot be changed 1.
If you find your passport later
Do not use it. Once the C2 declaration or replacement application has been processed, the passport is registered internationally as missing and is invalid 1.
NetherlandsWorldwide says a passport reported to police as lost or stolen cannot be used after recovery. Hand it to the municipality or Dutch mission and follow its directions 1.

How much does an emergency document cost?
A 2026 mission schedule lists €60.25. Check the country page for the local amount and payment method 3.
